MASTER PLAN COMMITTEE - MEETING #9

GUESTS PRESENT: Jeff Stowell, Town Highway Superintendent
(1) The meeting began at 7:00 P.M. as scheduled in the Town Hall
lunch room. A sign up sheet was distributed and a copy attached
to these meeting summary notes.
(2) Meeting summary notes from December meeting: The meeting summary
notes from our meeting on December 16 regarding the committee review
of the revised Chapters 3 and 4 of the Town Master Plan were accepted
with minor changes. These meeting notes are available for review
(without attachment) on the Pendleton Town Website http://www.pendletonny.us/.
A copy of the final approved meeting notes and all attachments are
available for review in the Town Clerk's office.
(3) Health and Safety procedures - Town Hall: The Health and Safety
procedures developed by the Town after an inspection of the Town
Facilities by the NYS Dept. of Labor were reviewed and signed off
by the committee members and guest present.
(4) Meeting nights - 2005: The proposed meeting dates for the year
2005 were presented by Chairman Sacco. Attached is a copy of the
meeting dates planned for this year, which generally are on the
3rd Thursday of the month. A copy was presented to the Town Clerk
so these dates can be made available to the public upon request.
All Master Plan Committee members will be notified well in advance
if there is a need to change any of these dates in the future.
(5) Master Plan - CHAPTER 5: Transportation and Traffic A marked
up copy of this Chapter was provided to the members and guests present
for discussion. This marked up copy was updated per discussion of
the Chapter sections as follows:
Existing Highway System: It was noted that the Town Assessor had
provided an update to the milage and inventory of Town Roads to
update this section of the Master Plan.
Multi-use Trail Routes: It was recommended that a section be added
to the Master Plan to delineate the Multi-use trail routes that
are located in Town. Specifically, there is one on the old railroad
ROW that is paved between Meyer Road and Campbell Blvd.
Buses: It was noted that in addition to the Lockport Express route
on Transit Road, provided by the NFTA, there are private shuttle
transportation bus routes available in Town. These routes cater
mostly to elderly residents.
Traffic Study: This section should be updated since the NFTC Traffic
Study was finalized in June 1992. The primary purpose of this traffic
study was recommended to keep in the Master Plan. In addition, it
was noted that the projected traffic patterns through the year 2015
can be provided by the GBNRTC (formerly the NFTC).
Lockport Expressway - Lockport Bypass (to be replaced in it’s
entirety as follows):
The Lockport Expressway (Interstate 990) presently extends north
from the Interstate 290 in Amherst to the intersection with Millersport
Highway, approximately 3.5 miles south of the County/Town line along
Transit Road. The Lockport Bypass expressway extends between the
City of Lockport and Robinson Road along the northern border of
the Town.
The Niagara Frontier Transportation Committee (NFTC) completed the
Lockport Corridor Preservation Study (NFTC Study) in May 1998 to
address the possibility and options for extending the Lockport Expressway
through Pendleton to connect with the Lockport Bypass. A copy of
the NFTC Study is available at Town Hall for Public Review.
The NFTC Study did include an excerpt from the August 6, 1996 Pendleton
Town Board meeting minutes stating opposition to the Phase 2: Corridor
Preservation and Acquisition, as well as the Phase 3: Designation
of Corridor Extension recommendations found in the NFTC Study (part
of the Progress Report #7 recommendation at that time). In addition,
a second motion from that same 8/6/96 Town Board meeting recommended
tabling any action on Phase 1: Traffic and Land Use Management,
as recommended by the NFTC Study (Progress Report #7 recommendation
at that time) until further study was completed.
Based on the August 6, 1996 Town Board action, the Town of Pendleton
should only consider the Phase 1 recommendation of the NFTC Study
at some time when a Traffic and Land Use Management Plan is presented
and deemed acceptable to the Town and the land owners in this affected
area.
Objectives: Objective 3 should be updated to encourage extension
of multi-use trails for recreation activities. Also, add an Objective
5 to encourage the need to extend the NFTA mass transit system on
other State Highways such as Campbell Blvd.
Policies and Implementation:
1) The recommendations for maintaining an adequate automobile transportation
system were written to be more specific to traffic studies and limited
access from collector streets for land development projects.
2) The policy to improve road safety was revised to consider recommendations
in the 1992 Traffic Study, and to encourage the installation of
new roadside signs and adjusting speed limits when deemed appropriate.
3) A recommendation was written to provide and extend multi-use
trails where deemed appropriate and economically feasible.
(6) Suggestions from Town Highway Superintendent Jeff Stowell:
Jeff Stowell’s input assisted the Master Plan Committee with
recommendations to rewrite
Chapter 5, Traffic of the Town Master Plan. After we completed coverage
of this Chapter, Jeff
Stowell emphasized/reemphasized these main points:
a. Recommend reduction of speed limits to discourage excess use
of residential collector streets, especially in front of Starpoint
school, which has many driveways.
b. Encouraged installation of more stop signs.
c. Jeff had praise for the Planning Board’s recommendation
to discourage construction of new cul-de-sacs. He told of concerns
with the time it takes to plow them, and stub roads.
d. Recommended widening and ditching Meyer where the multi-use trail
meets it.
(7) OTHER ISSUES:
a. Report developed by SUNY at Buffalo students on Strategies for
Economic Development in Pendleton will be presented by the Pendleton
Business Development Committee meeting on Wednesday, February 9
at 7 pm in Town Hall. It is a public meeting and all committee members
were encouraged to attend.
b. The League of Women Voters will be making a presentation on
Sprawl at the Pendleton Planning Board meeting on Tuesday, February
15 at 7 pm. Members of the Town Board will also be present at this
meeting. The presentation should last no more than ½ hour
and conclude before the 7:30 pm time when the Pendleton Planning
Board meeting starts that same day.
c. A recommendation from one of the committee members was made
for the Town to seek out more grants for the multi-use trails
d. A Legal Memorandum from the NYSDOS was distributed to committee
members. This memorandum entitled, “DEFINING A COMMUNITY THROUGH
THE COMPREHENSIVE PLAN” was for members to review on their
own.
e. It was pointed out that the Chairman was still updating Chapters
3 and 4 which we had covered last month. Once updated, a revised
copy will be distributed to committee members, and made available
in the Town Clerk’s office. The committee may have to schedule
a separate meeting to review Chapters 7 and 8 which still needed
to be reviewed.
(8) NEXT MEETING DATE/TOPIC: The next scheduled meeting of the
Town Master Plan Committee is Thursday, February 17. The Board should
cover Chapter 6: TOWN UTILITIES/DRAINAGE of the Master Plan on that
date.
