TOWN OF PENDLETON

MASTER PLAN COMMITTEE – MEETING #14

Special Guests – Dave Britton, Town Engineer

  

(1)       The meeting began at 7:00 P.M. as scheduled in the Town Board meeting room room.  A sign up sheet was distributed and a copy attached to these meeting summary notes.

(2)       Meeting summary notes from May 19, 2005 meeting:  The meeting notes from our meeting on May 19, 2005 were reviewed and accepted.  These meeting notes are available for review (without attachment) on the Pendleton Town Website http://www.pendletonny.us/.  A copy of the final approved meeting notes and all attachments are available for review in the Town Clerk’s office.

(3)     Discussion about the article in the Union Sun & Journal:  It was noted that an article was in the Lockport Union Sun & Journal addressing the work we are performing on the Town Master Plan Committee.  A copy of this article is attached to the minutes put on file in the Town Clerk’s office. 

(4)     Revisions/updates to Town Master Plan Introduction and Chapters 1 & 2:  The committee reviewed the marked up versions of this proposed updates to the above Chapters.   More changes were recommended to these Chapters, which will be typed in for further review at future meetings. 

NOTE:  Review of Chapter 9: Land Use Controls was not performed as it was decided that recommendations in this Chapter will be incorporated in a new Chapter 9 written to address the implementation plan for the Town Master Plan. 

(5)      Engineering Services for draft Master Plan review and EIS:  Dave Britton, Town Engineer, arrived to discuss these issues with us.  Our budget of $10,500.00 includes $6,500.00 for an environmental assessment, $2,600.00 for engineering services of mapping, and $1,400.00 for technical services and assistance.  Dave stated that he would prepare overlay maps for our next meeting to show development constraints such as wetlands, floodplains and other development constraints for our next meeting.  This will be done for consideration to make these maps available on our Town Website and at public meeting the committee will be conducting this fall to review the draft Town Master Plan. 

           The committee also discussed other development constraints such as water and sewerline extensions with the Town Engineer.  Mr. Britton informed the group that the Town Board has asked him to look into extending the water and sewer lines down Lockport Road. 

            In a discussion about the SEQR process, Mr. Britton told stated it would be easier if there are fewer changes and that the process should take about 3 months if all goes well.  There is a minimum of 30 days after it is submitted for review, then 30 days for public hearings and finally a refuting period that shouldn’t take more than 30 days.

 

(6)     OTHER ISSUES:

                    *     The bridge over the canal at Tonawanda Creek Road North is slated for rehabilitation by Niagara County.  It is scheduled to begin in January 2006 and end in June 2006.  There is some concern over the chosen detour route and members were urged to send their comments to Erdman, Anthony & Associates, Inc.
