MASTER PLAN COMMITTEE - MEETING #11
Thursday, April 28, 2005
Members Present: Jim Sacco, Lorraine Moje, Ed Harmon, Linda Biernat, Jon Olstad
(1) The meeting began at 7:00 P.M. as scheduled in the Town Hall lunch room. A sign up sheet was distributed and a copy attached to these meeting summary notes.
(2) Meeting summary notes from March 17 meeting: The meeting notes from our meeting on March 17, 2005 were reviewed and accepted. These meeting notes are available for review (without attachment) on the Pendleton Town Website http://www.pendletonny.us/ . A copy of the final approved meeting notes and all attachments are available for review in the Town Clerk’s office.
(3) Discussion about the 28 acres on Fiegle: The committee discussed the uses for this newly acquired 28 acres by the town on Fiegle Road east of Campbell Blvd. The original intent to aquire this land was to build a new town park. At the meeting, some committee members stated that members of the Town Board talked about other proposed use for this land. At this time, for the purpose of updating this plan, the committee will assume the planned use for this land will be to build a new Town Park. The representative from the Town Board was not present at this meeting, but will be asked to find out the intended use of this land.
(4) Training: Jon Olstad, Jim Sacco and Lee Daigler attended the training sessions at N.C.C.C. presented by an Attorney and Planner from the NYS Dept. of State. The training consisted of an overview of why and how to prepare a Comprehensive Plan for municipalities.
(5) Master Plan Chapter 7 - CHAPTER 7: Recreation The committee reviewed the amended draft of this chapter. A few more changes were made to reflect current situations based on data presented by committee members. This chapter will be retyped and reviewed again on a later date.
(6) Master Plan Chapter 8 - CHAPTER 8: Open Space The committee reviewed the amended draft of this chapter. A few more changes were made to reflect current situations based on data presented by committee members. This chapter will be retyped and reviewed again on a later date. One issue of concern was the need for a definition of “open space” so that there is a common understanding for everyone about what open space really means. This topic will be researched further and should be reviewed again after the Chapter is updated.
(7) OTHER ISSUES:
New Chapter to address State Environmental Quality Review (SEQR) procedures: The Committee Chairman talked of the option to have a brief chapter to address SEQR issues relevant to any new land development acts in the Town. The reason for considering this is that the NYS Environmental Conservation Law for SEQR (NYCRR Part 617) allows for municipalities to define actions in addition to those listed in the NYS SEQR law (Type I actions), which would require a property owner/developer to be subject to procedures to prepare an Environmental Impact Statement. This Chapter should be considered later in the process, possibly when the document is being reviewed for completeness.
Planning for future public presentation of Town Master Plan: The committee briefly discussed plans to assemble a draft update to the Town Master Plan 2010 and ways to present this document to the public. An article regarding the Master Plan Committee activities will be prepared to be published in the Summer 2005 issue of the Town newsletter. The Chairman will prepare a draft copy of this article to review at our next meeting.
At this time, the plan is to assemble the draft document during the next few months, and plan meetings with individual committees represented on the Master Plan Committee, and other possible special interest groups beginning in August and September. The committee is looking to plan public meetings in late September or October for the town, as a whole. Based on that information, the draft Master Plan will be updated.
The updated copy will then be submitted to the Town Engineer, or possibly another specialized Engineering Consultant, to review for completeness and to prepare an Environmental Impact Statement.
(8) NEXT MEETING DATE/TOPIC: May. 19 at 8:00 P.M. At this meeting, the committee plans to first hear a presentation by the Town Historian, Mr. Ben Sobczyk regarding Chapter 1 of the Town Master Plan and the history of Pendleton. Then the committee plans to review Chapters 1, 2 and 9 to update.
